It's pretty obvious that the hitch is working correctly if the hydraulic cylinder is completely retracted when the hitch is completely lowered. If it isn't, you have a problem. What do you mean by no down pressure? The fast hitch cylinder is 2-way. We used to use ours to break the beads on tires all the time. I don't think it would lift the rear of the tractor, but then again, a 560 with loaded tires and two sets of wheel weights is a lot to ask one little hydraulic cylinder to lift. If you still had the 400, you could rob the hitch off it and install it on the 560. It should bolt right on.
