Well, the mechanical TA drives in the IH tractors of the same era as your 300 are notorious for failing in the low range. This may have happened to the previous owner and instead of fixing the TA, had it eliminated. To be sure, you can take the small top cover off the TA housing (this cover starts close to where the start motor sticks back) and see if you see the planetary and clutch directly below the cover. If you just see a shaft, then the TA has truely been eliminated. If the mechanism is still present, there are three possibilities: it was welded solid, it is still in its broken state (just operates in high range with no lever to operate it),or if you are super lucky it actually still works but just needs the linkage added back again.
