If I was to make a guess I would say the lever is the part of the rocker arm that hits the top of the valve. And the valve spring is the round spring that goes over the valve on the head that returns the valve to its seated position. And the tappet gap Is the space between the valve top and the rocker arm lever when the two valves are closed. That would be when the piston is in top dead center compression stroke on that cylnder. You take a feeler gauge and put it between the valve and rocker and adjust the rocker at the push rod to the 17 thousands or what ever it is.
