My 350 is almost identical to your 330. There should be a lever on the right side to turn off the PTO. If it's there but not working, your bands need adjusting. (If it's a live PTO). It's kinda complicated, so you really need to get the manual for it. If you don't need the PTO, there should be a seasonal disconnect lever under your transmission to shut if off mechanically. I don't know much about governers, but your's needs attention. If nobody offers any help here, go to the Tractor Pullers discussion group and ask ChadS. He knows a lot about them. Good Luck!
