IH 240 mystery lower block-cock

I noticed coolant seeping from a cock on the side of the
lower engine block, maybe 6 inches above oil pan and near
the carb. This tractor has a yellow rubber hose clamped
onto that cock, running underneath the tractor into a little
yellow cannister (appears to have had 2 wires exiting it,
now cut off) with another rubber hose running up into a
similar cock on the right side of the block. Looks like a
"closed loop" to me and I twisted the cock shut on account
of the drips. Am I going to blow the engine? Or will the
wrong politician win the election tomorrow? What engine
system is this? Did it go to a mower or some other absent
implement? Thanks, gentlemen.
