The load on the gear teeth is limited by the traction on the ground. You notice one tire spins backwards as you try to start the tractor.

You are putting a lot more load on the gear teeth spinning the wheels while trying to pull a heavy load than you can put on popping the clutch to start the tractor.

Of course, since it is impact loads that break gear teeth, always engage the clutch slowly and you'll never break one.
