Some other things to check, in addition to what's already been mentioned: what kind of inline fuel filter do you have? I recall reading somewhere that if it's just a standard one from a parts store, it's made to have pressurized fuel flow through it from a fuel pump and won't flow enough with just a gravity feed like your tractor has. Get an inline filter that's designed for a gravity flow system, such as one on a small engine application like a lawn tractor for example, and it will work much better. Also, when you disconnect the fuel line from the carb, there needs to be a "full-pipe" steam of fuel coming out of it when the gas is turned on. If it just trickles out, it's not enough fuel. One other thing that I've found that can cause the problem you describe is if the point gap is not set properly, so maybe recheck that too.
