Farmall A miss/sputter

YTers, My A has a kind of strange miss to it - all rpm, better but still present under load. It isn't really a miss, more like a "puff" through the exhaust. For instance, at idle the rain cap on the exhaust constantly flutters up and down. I never really noticed how bad it was until I got the Super C rebuild done a few days ago...it really runs and idles smooth. The A has had recent tune-ups, card and governor adjustments, the usual stuff. Could it be a sticky valve? Thanks for the opinions, Bill
