IHC Man: One of the problems for guys like the man you describe, is by the time he advertises what he has, and couple that with items that no one wants, he is actually money in at the scrap yard. Big problem here of course is, to many busy people time is money. I see a situation next door to me, owner gave items to a collector on the condition he clean it all up. Actually he did this twice. First guy came and took the cream and never heard tell of him again. Second guy did the same. Owner perhaps has a bigger mess now than when he started, as a result of dismantling on sight. Now there is no cash reward for anyone to clean up what is left. Human nature is the problem here, these guys who take cream when they agreed to take all, make it bad for everyone. Shame, but I'm not sure what society could do with them. I don't think they will accept branding.
