There may not be anything wrong with your pump, the way you describe it is pretty much the way they worked. I have the Behlen system on my H with a loader. The assistance from the power steering is very minimal when standing still, but works great when moving. The engine RPMs also plays a key role in the function, the faster the engine is running, the greater the power assist. I have heard that the pump from a Ford truck can be used as a replacement if needed.
