Sounds like you are over filling it. Run it till warm with the cap off, let it push out what is to much. Then put the cap back on and run it if it doesn't over heat then run it that way. If it does over heat then you may have a water pump/head gasket problem. Most old tractors run with the water level about 1-2 inchs below the top of the rad
