Lanny, that lever is part of the set up for the Hiesler Overdrive (9 Spd) not to be confused with the M&W 9 Spd transmission option. In the picture above of my M also with Hiesler OD, you can see what the rest of the linkage looked like. The Disc brakes you have are Lambert Disc brakes and you will find that the IH replacement discs will not fit on the splines. You will have to specify "For Lambert" if you need to replace the discs. Lambert was another after market company that provided these to IH dealers and possibly the factory however, I'm sure about the factory. You have to be careful about the Hiesler as it tends to overspeed the Liftall pump and will blow the seals out of the pump in a hurry. Dad always knew when my brother and I had been sneeking the use of the OD. Big old oil spot on the machine shed floor was a dead give-away!
