What we do for a stuck valve in an airplane... Find a long length of nylon rope and fish it into the cylinder until it is full. Keep enough rope hanging out so you can pull it out later. Roll the piston up againts the valve and let it push the old girl up.
I have had a lot of luck soaking and tapping the valve stem end against the spring too.
