Yes there has be be fuel to backfire but there are other causes. The timing angle of the distributer may be off. If you have a timing light make sure you are firing at the right spot. (I think its about 6 degreees before TDC) A good ear can also be used in a pinch. The other cause for gases to escape into the manifold is a burnt valve. Do a compression test. My thinking is the valve problem would also explain the poor perfornace under load.
