I think the 40 pto will be different than yours. They changed about 118000 and up to what you should have. It should have a large bump on the rear instead of the small flat pto assy. First if it has not ever worked for you. Spray in down with wd40 or your favorite fluid. then tap it on up. It is probly just not up far enough to engage. If the rod is already free moving you might have the lever broken inside the pto housing, but I've never seen one broken just rusted from sitting up. There should be a spring sticking out of the housing that is the lever stop spring. It should give you a guide as to how far the lever will go up.
