I haven't worked on the power steering system on one of these old girls but have driven tractors where the PS works great. There is supposed to be a priority valve in the system that is supposed to divert the majority of the hydraulic flow under demand. If this is adjusted right then everything should work properly. When the pump gets old and tired it isn't much better than no PS.
