I replaced my power steering box with a new one, and sold the old one to a friend. He tore it down to rebuild it, and found a nub on the end of one of the shafts (not sure which one) that was badly worn, causing the play you describe. He build it up with weld and machined it smooth. Problem fixed, cheap. What WASN'T cheap was the new seals and gaskets required to put it back together so it wouldn't leak. Good luck!
