I have a 706 with the 310 and have a 1000 watt tank type heater on it. Have a time clock on the heater which turns on about an hour before I want to use it and it always starts no matter how cold, it sits inside a unheated shed. I wonder if you heater is getting weak as it should start if the pump is in good shape. I know the 310 are not known to be good cold weather starters but with a good tank heater pluged in for 1 hour they should start. Good luck
