Check the rotor to see that it is fully seated. The distributor cap shouldn't wobble. If you put a new rotor in the distributor you might reinstall the old rotor and see if the wobble stops. I'd use the test light or multimeter. Disconnect the wire at the distributor. Start at the distributor heading back to the iginition switch checking for voltage. The break (open) will be between the voltage location and the next connection - headed toward the coil or distibutor. Trace the wire from the distributor back to the ignition switch. Then from the ignition switch of a power source - depends on how the tractor was wired - could be the starter terminal or amp meter. You either have an open (break) some place in the ignition system. Could be a burnt out ballist resister, bad coil, bad electrical wire, poor connection, or bad ignition switch. Is the ignition fused? Or, when you moved the wires one is mislocated.
