Farmall cub stalls

I'm fixing up the old cub. It hasn't been used for work in about 3 years. I'm giving it some overdue tlc. It sat outside and absorbed more water than it deserved. I've replace the manifold, cleaned out the carb- has good fuel delivery, and I've replaced a broken governor spring. The tractor hasn't run the same since the new spring went in. It needs choke to start, even when warm. It stalls out easily. Engine sounds good, but it won't work under a load. Sometimes stepping on the clutch will stall it out. On first start up, water droplets spray from the exhaust stack. Anybody have any ideas what may be the cause(s) of these symptoms?
