Hi PaulG...It's hard to know for sure what the problem is, but if it were me I would start by double checking the height adjustment of the float and then make sure it isn't rubbing the side of the bowl and binding-up.
I'm not sure what you mean by "set level with the body of the carb". The manual calls for turning the carb/float upside down and measuring the distance from the flat flange part of the carb to the top of the float. I forget the exact measurment but maybe someonelse will respond.(my manual isn't with me)
