There are many remedies but my favorite is to remove the tank, remove the sediment bowl and put about 25 or 30 small rocks like 3/4" or less in the tank. put the cap back on the tank and strap it to the wheel of another tractor. Jack the tire up off the ground and start the tractor and put it in low and idle it down and let the freewheel turn with the tank strapped to it. It is like tumbling gem stones. It will work the rocks you put in back in behind the baffles and knock the rust off. You can add about 2 quarts of water to the tank if you want. After turning the tank around and restrap it to the wheel so you get all the rust free Unstrap it and remove the cap. Shake all the rocks and rust out you can and then flush it out real good with diesel or kerosene. Leave it upside down on sawhorses and let it drain fully. Depending on how deep the rust spot have progressed, you may want to consider using a commercial tank cleaner sealer like Kreem or Por-15. Both are available through NAPA or online.
