If this is an IH F-4 magneto, the #1 position would be top right. Looking from the back, the magneto would turn clockwise. The next position would be #3 followed by #4 and then #2. Make sure the spark lever is all the way down. Make sure the points are clean with no grease on them. If you still don't get a spark, it could be the condenser or the coil.
