White paint under red can mean several things. One, the tractor was repainted (very common). 2. The tractor was ordered white (Ohio Highway Department bought a lot of tractors, there were some utilitys as well). 3. If the white paint is on the engine or transmission case, it's probably a sealer used to prevent oil seepage through the casting.
