I am definitely not a mechanic, so I guess I'll take a crack at your question. I am not very knowledgeable about 240s, but there are a few basics that apply to just about any tractor. Scenario 1: your starter could be weak. Have it rebuilt or looked at by a shop to test it. Scenario 2: the cables could have excessive resistance. Check their external condition, check the pressed on ends for corrosion. Scenario 3: theere could be weak connections on the battery or the starter. Clean off any corrosion and reattach. Scenario 4: Poor ground. Check the condition of the ground cable, clean its contact with the chassis, or test it by attaching it somewhere else on the tractor to see if the condition improves. Scenario 5: Check the battery itself. Long term sitting is never easy on batteries. Check the electrolyte level and its specific gravity. To test it, try attaching a different battery and see how much of a difference it makes. Lastly, what weight oil are you running in it? I know that our International 2500 turns over a little slow in winter with 30 weight oil in it. Going to SAE 10 or 10W-30 can make a big difference. Just make sure to change it back at the end of winter. It could be any of these basic things, but there are other causes that are very difficult to find. Our Farmall M has the same problem, so those are the things I am going to start with. Good luck!
