Before you tear into it, you might want to run an air check on the cylinder to make sure exactly what the problem is. You might know how to do this, but for those who dont: Hook an air hose from a compressor to pump air into the cylinder(make sure both valves are closed). You can do this with an adaptor(the adaptor from my compression guage fits my air hose too) or if you don't have one and are reasonably handy at fabricating you can make one by knocking the center out of an old spark plug and attaching a male air hose coupler to it. Then you can listen with a hose to see where the air's leaking- if you hear it coming from the dipstick hole or oil filler cap, then yep, it's rings/piston. If it's coming out the muffler it's an exhaust valve, and out the carb air intake naturally it's an intake valve. Air or bubbles in the cooling system indicate a head gasket or cracked head/block. Most mechanics will automatically do an air check when they come up with a low compression reading on a cylinder.
