Dexter,

On most one lung engines you need to hold
the compression release untill it is spinning.
It needs the enertia of the flywheel to carry
it over tdc. I don't know what that one has for
comp release, many of the small ones you just
hold the intake valve open while cranking.
Remove the crank and THEN let go of the valve.
