I would make absolutely, positively, SURE that your hitch has been "flipped upside down." If it is, I would also seriously consider taking it apart and putting it back together correctly. The fact that it's assembled incorrectly may be the reason for all the play. Welding stuff to it willy-nilly will probably make the hitch useless for its original intention.
