I put some oil in the pump before I assemble it. Then before I start the engine I do just what you said until the oil pressure gauge comes up. Then I put the spark plugs in, leave the switch off start cranking until the oil pressure gauge starts to come up (which shouldn’t be long) and then turn the switch on. Usually it will pop right off and you have “instant” oil pressure. Don’t choke it until after the switch is on and it shouldn’t flood in the short time it takes the oil pressure to come up.
