The spring is inside the governor which is at the left front of the engine -- take out the cover bolts and look inside. I have not personally adjusted one, yet. The spring is obvious and near the bottom of the governor housing. There are 2 adjusting bolts, the top one adjusts high idle, the bottom low idle. I would still check the carb connections to the governor.
