Couple possibilities here. 1. Check to make sure the cover is not warped, and that it lays flat on a table or bench top. 2. Later models had a breather that hooked to the middle of the valve cover on the magneto side, with a drip tube that ran down the side of the block behind the magneto. 3. Earlier models had a pipe fitting on the front of the head, I think in the lifter gallery, not sure about that, with an elbow and a pipe that ran down the front of the block. My tractor had this gallery blocked off with a pipe plug, as it had the late model valve cover with the external breather. If someone switched covers without unblocking this hole, that might account for the oil leak, too. 4. I THINK (again, not sure) that early models had two studs with nuts to hold the cover, and late models had 3. My '38 F14 has the three nut, exteral breather valve cover on it. I've got a spare valve cover, but I'd have to check to see if it's the early one or the late one.
