Rock shaft unit won't come apart

I am trying to take apart the rock shaft unit off my SA. The top cover came off but the back cover will not! I have taken out 14 bolts but there is what looks to be a allen head screw that is counter sunk in the cover. I think this has to come out too am I right? Any suggestions will be appreciated. Thanks Shaggy
