I don't know anything about IH 1206s, but I did all the injection pump work for a Deere dealer. If you have a distributor Roosamaster/Stanadyne pump - like a DB model, or DB2 - it will either have a manual shut-off or an electric shut-off. Manual - the throttle lever has to be in the correct position. If electric, you need power to the solenoid to run. Other than that, along as the pump is actually turning, and getting fuel into it, it should pump. It can bleed itself. If you are sure about the shut-offs, mabye you ought to pull the timing window off and peek in while cranking - and make sure the pump is turning.
