In my experience as an IH mechanic I"ve learned that you must fill the Roosa Master pump with fuel to get a quick start up. Just remove the check valve from the top of the pump cover and pour in some fuel until full. Be careful about cleanliness around the area and the container you use to pour in the fuel. Also loosen line nuts at the injector, then when there is fuel tighten them. Now if it does not start but there is smoke the pump may be 180* out of time. There is a punched indention on the pump shaft and one in the slot inside the pump, they must be in register to be in time, you can only see this with the pump removed.
