Firml apply & lock the brakes; turn the set screw all the way in & then back out ½ turn. Lock the nut to maintain this adjustment.
The brake pedals should have 1-1½" travel measured at the transmission cover.
Is the transmission lube warm or is the gear oil so cold that it acts more like grease??
The shifter needs to be in neutral when trying to rotate 1 wheel. The opposite side tire should be blocked front & back to prevent movement.
