super a govenor adjustment

ok, a long time ago i had to put some bearings in my govenor on my super a. the govenor was bad when i bought the tractor. heres my question. ever since the repair, when i bump the throtle either way up or down or even start, it will go vrm vrm vrm vrm vrm then level out to a nice vrrrrrrrm or purr. then hit the throtle again and it will start doing it all over. it takes way to long to level out to smoothe running. it does pull up hill like it should and doesnt take off with you when put under a load. so how do i adjust it or fix it. i know about the 2 bolts 1 on top and 1 on bottom of the govenor. i just dont know what to do with them. thanks for any info. bryan
