When you put it together you either used 65 or 70 not 65-70.Anyway I believe you should retorque unless you use red loctite on the threads and go to the high side of the torque specs.Even with loctite there is no garantee that it wont be required.You would just set the wrench and tighten in that direction not reloosen first.The instructions with the wrench are important.Lots of people hold the torque wrench incorrectly causing false readings.Basically how do you know if you have to retorque unless you try the torque wrench on the motor and check tightness.
