12 volt starters can be driven by 24 and even 36 volts at the dragstrip.I think you have a magneto then it should not affect the coil.All electrical components are destroyed by heat.If parts dont overheat[in general]they can be run at overvoltages. If you have a batt/coil ignition just swap to an old twelve volt coil.My whole thinking here may be incorrect so others more familar with that specific tractor may tell you better.
