I ran into a similar deal with a local tractor that was for sale on ebay. The guy had two tractors up, and each was being heavily bid on by a different person with 0 feedback. In the end, I was outbid by one of the 0s at the last second. Ebay has a rule against "shill" bidding, and a special link to report shills. I used it and reported the guy. Turned out the whole thing was legit. The seller contacted me shortly after the auction, told me he was suspicious of the buyer, and was hoping I'd win. Also said if the buyer turned out to be a scumbag, I could have the tractor for my high bid. The buyer came and paid cash... Sometimes if it looks like a duck, walks like a duck, quacks like a duck, it's a Farmall...
