I believe the tractor in question is an IH 444. This tractor has a live PTO with a two stage clutch. There are in effect two clutches and a shaft within a shaft that drives the PTO. The PTO not working could be a problem with the clutch, or a previous owner reworked the clutch and just put in a single stage clutch. You'll have to split the tractor to fix if the clutch is the problem.
