The backfiring is fuel in the intake exploding possibly being caused by a too lean condition, which is also being indicated by the fact that you need to have the choke out 1/3 to keep it running. Since you mention that timing and the fuel system have been checked, I’ll presume that you have adequate fuel flow to the carburetor.

That would leave too low a float level, a fuel mixture adjustment that is too lean, a leak in the intake manifold (or gasket) somewhere allowing air to get in. Another possibility is an intake valve that is not closing all the way because it is sticky, sticking, or out of adjustment.
