Well if the selinoideis working and the neddel is going all the way back like it should then it is fine as all it is supose to do is shut the fuel off to the main jet when you turn the key off so the engine will not diesel on shut down when it is hot You my have not got the carb totaly cleaned out like you think or the timming is off a bit or the centrifcal advance is sticking or the heat riser is not working and warming up the intake like it should or you have a air leak in the intake and it is leaning out the fuel . On the gassers they will stumbel when cold but as the intake warms they should have good throtel responce. Check out what i have told you and see what you find.
