I kinda agree with the tractor vet but the thing is if the arm from the top went around the bottom arm the hitch goes up and stays up. You mentioned that it come down a little ways. I'm thinking that the U-clamp that holds the bottom arm to the draft shaft might be broke or somthing else could be bent allowing the top arm to go forward more than it should. If you can't tell if anything looks odd and you have another tractor or access to(06'to 86' series) pop the top link cover off and try to compair. All you have to lose is a gasket for the cover.
