The float level is very critical, double check it. Also, it is possible that the needle valve and seat are faulty, even though they are new. Sometimes shaking the carb and listening for the float rattling does not tell the whole story. Try blowing into the fuel inlet while holding the carb in an upright position, you should be able to blow into it easily. Now turn the carb upside down, and blow into the inlet again. If the float, neeedle valve, and seat are functioning properly, you should not be able to blow into the inlet. If the carb passes these tests, check the float level again. The other possibility is that the carb body is cracked, in this case, the carb is probably junk.
