It's probably locked in two gears at once due to the bottom end of the shifter being worn down. Remove the pin where the shifter shaft goes into the cast housing down near the transmission deck and pull the shifter straight up and out. Look down into the hole with a flashlight and you will see the shifter rails. Use a large screw driver and get all of the shifters lined up so the notch is straight across all of the rails and in the middle front to back. Stick the shifter shaft back down into the notch which is neutral for now. Put the pin back in through the bottom of the shifter shaft and reset the small freeze plug looking things you took out. If the tractor is on an incline, set the brakes and sometimes it helps to jack up one side of the tractor so you can jiggle the wheel back and forth to take the pressure off of the shifter.
