Does the new diaphragm have some looseness or baggy-ness to it , or is it tight like the head of a drum? I rebuilt my own fuel pump with diaphragm material from NAPA. I made mine a little too tight- hasn't broken the pin, but actually pushes fuel back past the check valve. Anyway, you might try just making your own- the material is cheap. Is one of those pumps original on the tractor? Those pumps looked the same on many different engines, but may have had different levers for different applications. Try installing it without the diaphragm to make sure it operates freely. Paul
