IH 300 U C169 lifters

I pulled a 1955 IH 300U with a C169 engine out of the neighbor black berry bushes and started finding all the parts. While I was reinstalling the lifters, push rods and rocker arms, it seems that the push rods are too short by about 1/4 inch. My question is, are the lifters suppose to have something in it, like a spacer or some kind of cushioning? There was some kind of rag like material in them when I removed them for cleaning. This did not seem to be normal. I took a wild stab and ordered a shop manual from the internet and hope this will help, but for $20.00 I don’t expect much.
Any thoughts would be appreciated.
