Out, Yes I would open both valves. to deliver the most vapor to the carb as possible.
The reason for both valves is to deliver fuel to the carb. When the engine is cold, open the vapor to start aand run till the engine reaches operating temp.
After the engine temp is up, the H20 is hot enough to start vaporizing the liquid fuel, to vapor in the vaporizer.
