stuck clutch on an International 24/24

My brother in law has a late 60"s International 24/24 i think is the model. Anyway, it has been sitting a few months after he broke some shifter forks. We finally got the tractor back together and fired it up. As long as the engine is off, it shifts fine. Firing it up in gear just makes the tractor take off, no matter if you have the clutch pushed in or not. Is there a way of breaking the clutch lose without major disasembly? Also, we will need some help with the hydrolic system. no steering 2/3rds of the time. I"ll try to get a picture of it and post it on here this weekend if I can get over there. Thanks, Andy
