Mitch It could be just adjustment of the lever, or I would think the load valve. The older tractors like 460 560 had unload valves, when they failed they would stay on high pressure and make the hydraulics get very hot. Every modle from 706 to at least the first 86's had a load valve so if they failed they didnot high pressure and get hot. You can get at it from in front of and below the seat suport if the o ring on the piston or if the pall and seat is warn it could act as you say if they get real bad the hitch will not lift at all. A good check is to hold one of the remote levers on demand first theen pull the hitch lever if it moves right away that would act right for a load valve problem.
